Remove old updating mechanism
We have our own updating already and don't plan to use old one.
There is no need to keep it around.

Simplify project files
Put common build settings into separate props file.

Use VS2022
Note that `_ATL_MODULES` define is now needed for compatibility with C++
conformance mode (`/permissive-`).
