Show start menu next to taskbar by default

This changes default value of `Show next to taskbar (when the taskbar is vertical)` setting to `enabled`.

It makes more sense to have menu next to vertical taskbar than to
overlap it (and hide taskbar buttons).

Windows start menu does it like that too.
